Email notifications for X referrals from a specific source

Reports and triggers can be improved by having more control over notification triggers. Like, X referrals from specific sources.

thanks @Hricha! it would be best to split this with one specific thread per idea. it’s difficult for us to follow/understand demand when multiple different ideas are posted in the same thread and this way we risk that none of the ideas will be prioritized
