General CSV import tool

It’s already possible to import stats from Google’s UA into Plausible, we’d like to allow imports from GA4 in the future too (see #169) but would be nice to also have a more general CSV import tool that could work for stats from smaller analytics providers.

This would also make it possible to transfer stats between Plausible cloud and self-hosted (and vice versa).
